Outstanding Director Award


It is with great pleasure I present Lord Fairfax Soil and Water Conservation District’s 2016 Outstanding Director award to James (Jim) Fagan.  Jim was recruited by our late At-Large Director Lauck Walton to serve as the District’s Dam Safety chair and ‘resident expert.’  Jim, as a Basye resident in Shenandoah County AND a retired civil engineer and attorney, was the perfect choice and has served admirably since 2015 as an At-Large Director.


Jim has earned this year’s Outstanding Director Award for his leadership in the upgrades of the two District-owned dams in the Basye area.  Jim serves as chairman of the District’s Dam Safety Committee, attends periodic dam owner workshops in our behalf, and ensures that we have filed our annual inspection reports to maintain our dam operating certificates (a requirement of all dam owners).


He has faithfully represented the District in biweekly meetings involving Virginia Department of Conservation’s Dam Safety staff, the contractors, Bryce Resort management and residents, and owners of Bird Haven for more than a year.  He assisted in the review of the upgrade plans; attended public meetings about the proposed projects; and has been actively involved throughout the planning, design, and implementation phases over the past two years.  His technical expertise has been, and continues to be, a huge asset to the District Board.  He has dealt with concerns in a timely manner so they did not evolve into major problems during this complex $10 million effort to bring our dams into compliance with current safety standards.  As you just heard from the previous award to our State partner in this tremendous undertaking, the upgrades, which were completely funded by the State, were completed on time and under budget – not something that happens very often!
